How should I reason through SOX and control-testing questions without turning them into memorized checklists?

A real Reddit thread titled 'How many reviewers do you have for every operational audit or each SOX control tested?' raised a practical CIA or internal-audit issue that deserves a cleaner decision framework than the usual forum back-and-forth. I want the exam-ready or career-ready version of the problem using the actual source signal rather than generic advice. Source context: I understand the standard is two reviewers but does anyone else have three reviewers? The department VP has review comments even with the 3rd layer of review and that's the reasoning for having 3 reviews.
