Control design asks whether the control, if performed as intended, would reasonably prevent or detect the risk. Operating effectiveness asks whether the control actually operated as designed during the period under review. A beautifully designed control can still fail in practice if people skip it, override it, or perform it late.

Imagine Westvale Foods has a monthly vendor-master review control meant to prevent duplicate payments above $10,000. Design testing would ask whether the review includes the right fields, who approves changes, and whether conflicting access is blocked. If those elements exist, the design may be sound. Operating effectiveness testing would then look at, say, 6 months of evidence. Maybe the reviewer signed only 3 of the 6 monthly logs, and two changes were approved after payment files were already processed. That means the control was not operating effectively even though the design looked reasonable.

CIA questions often hide the clue in the verb. Evaluate, determine adequacy, or assess whether a control would mitigate risk usually signals design. Verify, inspect, observe, or determine whether the control was performed usually signals effectiveness. Keep those two tests separate in your head and a lot of Part 2 confusion disappears.
