The auditor first understands the process: how refunds are requested, who approves them, where approval is recorded, and how exceptions are handled. Then the auditor selects a sample of refunds and checks whether approval occurred before payment, whether the approver had proper authority, and whether exceptions were resolved.

The auditor is not merely looking for paperwork. They are evaluating a management assertion. In this case, management asserts that high-value refunds are controlled. Evidence might include system logs, approval records, refund reports, access listings, and interviews. If 6 of 40 sampled refunds lacked approval, the auditor considers whether the control failed, why it failed, and whether the issue is isolated or systemic.
