What should a practitioner do when a client brings in a 'vetted' tax strategy that sounds too good to be true?

This is the kind of situation that makes me uneasy because the client may already believe the promoter and may frame the question as if the only remaining task is paperwork. I want to know how an EA should respond without becoming the person who blesses a bad scheme.
