Payment and filing are separate obligations. Sending money may reduce the balance due, but it does not replace the return. Without a filed return, the IRS may lack the actual facts needed to compute the right liability, apply elections, or close the year properly. The taxpayer can still face nonfiling issues even if payments were made in good faith.

Assume Meridian Supply estimates its annual liability and sends $12,000 of voluntary payments over several years, but no actual returns are filed. If the true tax for one year was only $9,100 and another year was $14,600, the payments alone do not fix the mismatch. The IRS account remains unresolved because the returns that define the liabilities are missing. The taxpayer may still face failure-to-file consequences, and overpayments or underpayments may not be properly matched without the filings.

For EA purposes, this is a classic procedure question. Money without paperwork is not compliance. A practitioner should also trace each payment to the correct tax year so later filings can be matched properly. Filing establishes the legal return position.
